West African Civil Society Organizations, under the aegis of WACSOF, held a forum from 8th to 10th December 2007, in Accra, in the historic context of the fiftieth anniversary of the Republic of Ghana. Civil Society Organizations of WACSOF used the forum to demonstrate their commitment to the ideals of Unity and Panafricanism which were developed and defended by the historic founding fathers of the Republic of Ghana.

1 REGIONAL TRADE NEGOTIATIONS ECOWAS-EU

The negotiations of Economic Partnership Agreement between the ACP Countries and the EU are being done in such a hurry that the European Union was unilaterally using multiple subterfuges to break the unified move by bringing them down to country levels. The latest action was taken by Côte d’Ivoire which has signed an interim economic agreement with the European Union on 7th December 2007. This unfortunate action immediately isolates the Republic of Côte d’Ivoire from its West African peers and endangers the dynamism of integration which all the communities of West Africa aspire to. WACSOF supports fully the conclusions arrived at by the ECOWAS Ministerial Council on the monitoring of Economic Partnership Agreements-EPAs of ECOWAS when they met in Abidjan, Republic of Côte d’Ivoire on the 5th October 2007. The key point of the decisions remains the refusal by the Region to sign any kind of trade agreement by 31st December 2007 and a request was made to the European Union to extend the WTO dispensation relating to the maintenance of the Cotonou Trade Regime for ACP countries. WACSOF is committed to support ECOWAS in the search for alternatives to EPAs and gives the assurance of its preparedness to mobilize itself to fight for the interests of the Communities West Africa. Finally, WACSOF is calling on the Republic of Côte d’Ivoire to suspend the interim agreement that she has signed with the European Union so as to regain her place and dignity in the ECOWAS family.




2 DEMOCRATIC AND POLITICAL GOVERNANCE


WASCSOF is happy about the way elections were conducted in Mali, Burkina Faso, Siera Leone, and Togo during the year 2007. It therefore exhorts ECOWAS to develop and implement a harmonized electoral code and a regional monitoring body responsible for election related issues in the region. However, WACSOF called on countries which have not yet ratified the ECOWAS Supplementary Protocol on Governance and Democratic Elections, other instruments and protocols to do so. Moreover, WACSOF is bothered about the perpetual institutional crises in Senegal which threaten its reputable democratic and institutional stability and expose the country to all kinds of conflict.



3 PEACE AND SECURITY

WACSOF identifies sources of armed conflict in the following countries: Côte d’Ivoire, Niger, Mali, Nigeria in 2007 and this, in spite of the existence of the ECOWAS early warning system and mediation mechanisms adopted by member countries. WACSOF deplores the renewed armed conflicts which are causing so much sorrow within communities, day-in-day-out in the northern parts of Mali and Niger. WACSOF denotes and reaffirms with insistence that violence is an antidemocratic means of expression and political protest. It is for this reason that while calling on the rebels of both countries to lay down their arms, WACSOF requires that the governments of both countries put in place, as soon as possible, mechanisms of fruitful dialogue with all the communities in order to resolve and prevent deadly armed conflict.

In addition, WACSOF is calling on the respective governments to design and implement development programmes in regions that are prone to recurrent armed conflicts. WACSOF is calling on ECOWAS to revisit her early warning systems in order to have a better view and understanding of some of the problems that arise in the northern part of Mali and Niger. WACSOF is urging ECOWAS to apply its prevention mechanisms especially on the youth and women of its space for a better prevention of social conflict. Moreover, WACSOF notes with satisfaction the favorable and progressive outcome of the Ivorian crises and encourages the Burkinabe mediation to work towards operationalizing and implementing the commitments that the conflicting parties adopted within the agreed time frame.


4 REGIONAL INTEGRATION

WACSOF welcomes and supports the new strategic vision of ECOWAS which seeks to move from the community of states to a community of peoples. This just and noble institutional change will inexorably face a number of administrative and political problems from states. It is this reason that WACSOF is calling upon ECOWAS and Civil Society Organizations to jointly design with states a reform of all administrations so that they may gradually embrace the new institutional arrangements of peoples. With regard to transitional period WACSOF is committed to assisting ECOWAS in its programme of awareness creation and training on the free movement of goods and persons within the space of the community.
